With over 20 years of HR experience in Tier 1 engineering and construction firms, Penelope brings a deep understanding of both corporate and project-based HR across Australia. Originating from Melbourne, she is a fairness-driven leader who excels in building relationships, fostering positive workplace culture, and championing diversity.
With nearly 30 years at GS E&C, David has spearheaded key initiatives across residential development, human resources, and corporate strategy. From leading new business ventures in Vietnam to advancing GS E&C's expansion into Australia’s housing sector, David is responsible for driving the company’s Business Development activities.

Pushpika's technical insight, commercial acumen and string industry relationships position him well to support GS E&C's growing presence in the energy sector.
With over 30 years in tunnelling and mega-infrastructure, Steve has led Australia’s largest projects, including Sydney Metro, WestConnex, and Melbourne Metro. His tenure at CPB Contractors and Bouygues solidified his reputation for winning and delivering complex projects. At GS E&C, Steve continues to drive excellence on the North East Link Tunnels.
Hayley is a distinguished communications and stakeholder engagement expert with extensive experience across government and infrastructure sectors. Previously a key media lead for the Victorian Government, she managed communications for the $80 billion Big Build. At GS E&C, she directs communications and community engagement for the North East Link Tunnels.
Rui, with over 20 years in global infrastructure, has led planning for major projects, including England’s longest smart motorway and key railway, road, and hydro developments in Portugal. Now Planning Director for the North East Link Tunnels, he’s known for his strategic expertise and leadership on complex, large-scale infrastructure projects.
A proud Torres Strait Islander, Abel brings over 15 years’ experience championing Indigenous engagement across the infrastructure, hospitality, tourism, and community sectors. At GS E&C, he leads First Nations engagement for the North East Link Tunnels, ensuring the project delivers lasting social and cultural benefits.

She has worked on landmark projects with expertise in negotiation, risk management, and dispute resolution. She brings her expertise as Commercial Director with Terra Verde for SRL.
An accomplished tunnelling specialist, King has over 25 years’ experience delivering major infrastructure in Australia and internationally. He has led engineering teams on major projects with expertise spanning temporary works, tunnel fitout, and risk management. At Terra Verde for SRL, King drives technical delivery.
With over 20 years’ experience, Rebecca has led environmental management on complex infrastructure projects including North East Link and NorthConnex.
